The authors explore the transformation of democracy and especially the opportunities for participation that new information and communication technologies might afford the American public. They present their analysis through the lens of Kuhnian philosophy of science, arguing for the arrival of a paradigm shift in the way politics and science can be connected to shape a more democratic system of government.
